We don't really know the context of the conversation. I admit, that's not normal behavior or proper conflict resolution to act like that, but it sounds as though she's angry at him for cheating. The behavior she's demonstrating often happens when one person feels they can't "get through" to another. Instead of just giving up, walking away, or letting the subject go they persist on arguing but can't express themselves in a way that (they feel) the other person understands. So they get tense, scream, throw their arms around, cry, get angry, and generally rant and rave.
But, if the poster of the video (allegedly the husband) is this deflective by nature then he too has as problem. Communication is a two-way street. Sitting there saying "I know, I know" to the wife and offering up nothing else to the conversation is a sign that he won't admit to his own wrong doings.
Basically, she's trying to make a point and he just doesn't care, which just upsets her more, and her nature to not back down just causes her to spiral out of control.
